FinCEN Chief Andrea Gacki Moves to Citigroup in Sanctions Role

Gacki has led the Treasury’s anti-money laundering arm since 2023, following a long career spanning both the Treasury Department and the Department of Justice. She will remain at FinCEN for several weeks to facilitate the handover of her duties before officially joining Citi’s Independent Compliance Risk Management team on October 1.

Citi’s chief legal officer, Brent McIntosh, praised Gacki’s background, citing her deep expertise in navigating increasingly complex global financial regulations. The bank expects her to play a central role in guiding clients through the intricacies of international sanctions compliance.

To fill the vacancy, the Treasury has appointed Jenna Casanova as acting director. Casanova, a former FBI forensic accountant and senior adviser to the Treasury undersecretary for terrorism and financial intelligence, brings extensive experience in enforcement. Notably, she helped lead the investigation into TD Bank, which resulted in a record $1.3 billion fine for violations of the Bank Secrecy Act.
