The endorsement from the Major Cities Chiefs Association follows significant revisions to the bill, specifically the integration of state and local agencies into key enforcement provisions. The organization noted that the updated text, particularly within sections 10203 and 10309, empowers law enforcement to better investigate financial crimes involving digital assets. This shift mirrors a broader trend among law enforcement groups, including the National Fraternal Order of Police, which moved from opposition to support after reviewing modified protections for decentralized finance developers.

Despite this progress, the path to passage remains obstructed by deep-seated disagreements over ethics and financial regulation. Democrats and a coalition of prosecutors continue to push for narrower exemptions for DeFi developers, fearing that current language could inadvertently shield illicit actors. Simultaneously, the banking sector is lobbying for tighter restrictions on stablecoin rewards, arguing that current exceptions could allow exchanges to offer interest-like returns that siphon capital away from traditional deposits. Adding to the legislative gridlock, bipartisan debates over financial ethics for elected officials persist. Senator Thom Tillis has signaled he will withhold support until an ethics proposal is finalized, leaving the Senate a narrow window before the August 7 recess to bridge these competing interests.
