The newly elected Prime Minister intends to address a system where private care home residents face weekly costs of roughly £1,400, while the state struggles to balance its own fiscal constraints. Burnham argues that without intervention, the burden on the NHS will become unsustainable as hospitals continue to house patients who should be receiving specialized long-term care elsewhere.

Previous attempts to fix the sector have historically stalled, crippled by political attacks that framed reforms as "dementia taxes." Burnham, who previously attempted these reforms as health minister in 2010, now seeks a cross-party consensus to bypass such gridlock. Reports suggest his strategy may include curbing the profit margins of private equity firms, which controlled approximately one in eight for-profit care beds as of 2022. With local authorities spending £34.5 billion on social care in the last financial year—an 8% increase—the pressure to find a sustainable funding mechanism has never been more acute.
