The drive for digital infrastructure and advanced manufacturing is surging, yet the EU remains tethered to volatile, imported fossil fuels. With heating and cooling consuming roughly half of all energy, the current rate of loss is unsustainable. To meet a 90% emissions reduction target by 2040, Brussels must shift from an obsession with new generation to an "efficiency-first" policy framework.
Practical examples already exist to bridge this gap. At the Aalsmeer Energy Hub in the Netherlands, heat pumps capture waste heat from data centers to warm schools and businesses, slashing 400 metric tons of carbon dioxide annually. Similarly, the pharmaceutical firm Organon has implemented heat pump systems at its Oss production site, saving 7,700 gigajoules of energy—the equivalent of 243,000 cubic meters of gas—every year. Transport, too, offers low-hanging fruit, with refrigerated trailers now capable of recovering braking energy to power cooling units.
To scale these successes, four regulatory shifts are essential. First, the EU must broaden the definition of waste heat to incentivize on-site recovery. Second, investors require regulatory stability—clear, long-term rules that survive project lifecycles. Third, the upcoming efficiency package for data centers must enforce transparency and mandate advanced cooling standards to prevent the sector from overwhelming local grids. Finally, updating logistics regulations to support zero-emission transport refrigeration will move existing technologies from niche applications to industry standards. Policy must now treat efficiency as a strategic asset rather than a secondary consideration.
