This designation adds a new layer of complexity to the lender's status, which has already been under heavy U.S. restrictions since the 2022 invasion of Ukraine.
Bessent signaled the move last week, promising that the Trump administration would specifically target a major financial institution to squeeze Tehran’s economy. Since February, the U.S. has systematically dismantled Iranian access to global markets, hitting oil exports, shipping routes, and digital asset exchanges. By targeting VTB, Washington aims to close the gaps in its existing blockade, warning that any entity providing material or technological assistance to Iran will face similar isolation.
