Andrei Bocharov, governor of the Volgograd region, acknowledged a fire at an industrial energy site following a mass drone attack but stopped short of identifying the refinery by name. This strike follows a period of relative calm, during which Ukrainian forces diverted their attention toward maritime targets in the Sea of Azov and the Black Sea.

The timing of the assault complicates Russia’s efforts to stabilize its domestic fuel market. Although Deputy Prime Minister Alexander Novak recently claimed the fuel crisis was easing as repair work concluded at various sites, the government opted to extend its ban on gasoline and diesel exports through the end of the year.
