ASX signals end to regulatory crisis amid technology overhaul

After three years of persistent trading outages and regulatory mandates, the Australian Securities Exchange has declared a pivotal shift in its operations. Chair David Clarke told shareholders on Thursday that the exchange is finally moving past a period of systemic infrastructure failures that previously forced capital penalties.

ASX signals end to regulatory crisis amid technology overhaul

The exchange remains under strict financial constraints imposed by the Australian Securities and Investments Commission, which last December ordered the firm to hold an extra A$150 million in capital. To satisfy these requirements, the board is maintaining a reduced dividend payout ratio of 75%, down from the historical 85%. Despite pressure from some investors to restore higher payouts, Clarke emphasized that financial resilience and infrastructure upgrades take precedence over immediate shareholder returns.

New Chief Executive Anthony Attia confirmed that the company is bracing for a significant increase in spending. The exchange projects operating expense growth between 18% and 21% for the current financial year, with capital expenditure expected to reach as much as A$200 million. These funds are earmarked for the ongoing technology overhaul designed to prevent a repeat of the settlement delays that plagued the market operator in recent years. Shares in the firm rose 0.3% following the update, bucking the broader downward trend of the S&P/ASX 200 index.
