Qatar Proposes Massive Energy Overhaul to Solve Lebanese Blackouts

Lebanon’s chronic power shortages could find a remedy in a Qatari proposal to construct two gas-fired plants and secure a 20-year LNG supply contract. The plan, which bypasses struggling Lebanese public finances, would rely on private capital to deliver electricity to a nation currently operating on only hours of daily power.

Qatar Proposes Massive Energy Overhaul to Solve Lebanese Blackouts

The National Integrated Energy Investment Program outlines the construction of two 825-megawatt combined-cycle facilities at Deir Ammar and Zahrani. To fuel these plants, QatarEnergy would utilize a floating regasification unit alongside a pipeline route through Syria. The roadmap also incorporates 800 MW of solar capacity, 440 MW of wind power, and 300 MW of imports from Syria, provided the governments fast-track approval.

Prime Minister Nawaf Salam confirmed that Qatar intends to finance and operate the infrastructure, beginning with a joint solar venture between QatarEnergy and TotalEnergies. This initiative mirrors an expansive energy push by Qatar in Syria, where UCC Holding recently secured concessions for 5,000 MW of generation capacity.

However, the viability of the gas supply remains tethered to the volatile security landscape of the Gulf. Following an Iranian missile strike on the Ras Laffan facility last March, QatarEnergy has struggled with production, and LNG transit through the Strait of Hormuz remains severely restricted. While the project offers a lifeline to an economy projected to contract by up to 7% this year, the success of the endeavor depends on whether Qatar can navigate the ongoing force majeure on its global energy deliveries.
