Galaxy Research identified that nearly half of the transferred funds originated from the Bitfinex hack recovery, while 2,456 Bitcoin appeared in government-linked wallets that had not been previously labeled by analysts. While these movements to the institutional platform often trigger concerns regarding potential sell-offs, Coinbase Prime functions primarily as a custody and trading service for federal asset-forfeiture management. The government has utilized this platform previously to hold seized digital assets without executing market sales.
Legal frameworks further complicate interpretations of the move. Under the executive order establishing the Strategic Bitcoin Reserve, assets formally integrated into the reserve are protected from sale. However, seized coins remain subject to court-ordered restitution and forfeiture proceedings. Assets linked to the Bitfinex recovery, for instance, are currently part of ongoing restitution efforts, providing a legal pathway for these transfers that exists independently of the reserve’s non-liquidation policy. Galaxy estimates total government-linked holdings at approximately 319,086 BTC, though this figure encompasses assets in various stages of litigation rather than solely permanent state property.
