Norway to Withdraw $63.7 Billion from Oil Fund for 2027 Budget

Norway plans to tap 608.4 billion crowns—roughly $63.7 billion—from its sovereign wealth fund to cover public expenses in 2027. This proposal marks a 4.9 billion crown increase over 2026 spending, maintaining a withdrawal rate of 2.7% of the fund’s total value as the state anticipates a modest economic rebound.

The government’s budget draft projects a GDP growth of 1.7% for 2027, an uptick from the 1.1% recorded in 2026. Despite the increased drawdown, officials aim to keep fiscal pressure steady relative to the fund's massive asset base. The Government Pension Fund Global, which holds an average stake of 1.5% in listed companies worldwide, remains a dominant force in global markets with more than half of its equity portfolio concentrated in the U.S.

Financial performance remains robust, bolstered by significant holdings in tech giants including Nvidia, Apple, and Microsoft. Norges Bank Investment Management reported a record-breaking profit of $185 billion for the first half of 2026, driven largely by a surge in Asian technology stocks. With equity investments comprising 72.1% of the portfolio, the fund’s ability to finance national expenditures relies heavily on the continued volatility and growth of these global equity markets.
