U.S. Targets A7 Network in Multi-Billion Dollar Shadow Banking Crackdown

The U.S. Treasury has designated the Russia-linked A7 Network as a significant transnational criminal organization, alleging the shadow banking system funneled $17 billion through illicit channels to bypass sanctions. The action combines immediate asset freezes with a proposed ban on U.S. financial institutions processing any transactions involving the network’s overseas entities.

Treasury Secretary Scott Bessent announced the move on October 1, signaling a hardening stance against financial infrastructure used by adversaries including Iran, the IRGC, and Hamas. Investigators found that A7 operated by masking restricted payments as ordinary commercial activity, utilizing fabricated trade documents, false import-export records, and custom VPNs to obscure the identities of those controlling the funds. The network reportedly relied on a web of 'Sub-Agents' across jurisdictions such as Hong Kong, Türkiye, and the United Arab Emirates to circumvent global financial oversight.

Beyond traditional banking, the network facilitated illicit transfers through A7A5, a ruble-backed crypto token issued by the now-sanctioned Old Vector LLC. Data from TRM Labs suggests that over 180 entities processed at least $179.1 billion in A7A5-related transactions between February 2025 and June 2026. While the OFAC designation immediately blocks property under U.S. jurisdiction, FinCEN’s proposed rule—which would prohibit U.S. banks from transmitting funds linked to A7 Sub-Agents—is currently entering a 30-day public comment period. Financial institutions have been instructed to monitor for specific red flags, such as shell company activity and suspicious trade patterns, using the new tracking code FIN-2026-A7NETWORK.
