While these measures stop short of setting hard limits, they provide the necessary data to govern a sector that has historically operated with extreme opacity. Europe aims to triple its data center capacity over the next seven years to compete with the United States, making transparency a prerequisite for sustainable growth.

In California, Governor Gavin Newsom recently signed seven bills targeting the environmental footprint of local infrastructure. Developers must now provide drought contingency plans, detail energy efficiency metrics, and fund local grid upgrades as part of the approval process. Newsom emphasized that these requirements protect local communities from the consequences of surging electricity demand and potential pollution. The move signals a shift toward local accountability as the global AI sector expands, often shifting its environmental burdens onto regions that may not reap the corresponding economic rewards.
