Zelenskyy, addressing the nation on September 26, cited intelligence reports indicating Russia plans to invest $12 billion in jet-powered drones and munitions. He argued that Vladimir Putin is systematically avoiding diplomacy to sustain the conflict. According to the Ukrainian leader, intelligence suggests Moscow intends to broaden its military activities to other countries, necessitating a preventive and unified defense strategy among Western allies.

Diplomatic tensions persist regarding military support. While Zelenskyy previously claimed a deal for domestic Patriot missile production was finalized, Donald Trump declined to confirm the agreement, instead urging both sides to reach a settlement. Meanwhile, data from the Armed Conflict Location and Event Data Project highlights a sharp escalation in infrastructure attacks, with the Kyiv region suffering as many warehouse strikes in the last three months as in the previous two years of the war combined.
