Agora Secures Preliminary OCC Approval for National Trust Bank

The U.S. Office of the Comptroller of the Currency has granted Agora preliminary conditional approval to establish a national trust bank, a milestone that moves the stablecoin issuer closer to operating its issuance, custody, and transaction infrastructure under a unified federal regulatory umbrella.

The proposed New York-based entity, Agora National Trust Bank, would function as a wholly owned subsidiary of Agora Atlas Corp. By bringing its stablecoin operations and software workflows under a single federal charter, the company aims to eliminate the need for disjointed vendor networks. According to the regulator’s September 18 decision, the institution will focus on limited-purpose trust activities, including the issuance and redemption of dollar-backed stablecoins and fiduciary investment advisory services for institutional clients.

Final authorization remains contingent on several stringent preopening requirements. Agora must secure at least $10 million in Tier 1 capital within the next 12 months and demonstrate full operational readiness, including robust auditing and management structures. The bank is required to launch within 18 months of the preliminary approval, or the authorization will expire. While the approval signals a shift toward broader federal supervision for digital asset firms, the OCC retains the authority to modify or withdraw the decision if the company fails to meet these conditions or deviates from its submitted business plan.
