The initiative aims to curb illicit capital flight while the nation grapples with its most severe financial crisis since the 1980s.

The commitment, outlined in a September 10 Memorandum of Economic and Financial Policies, links cryptocurrency oversight to broader efforts to stabilize the nation's monetary and foreign exchange systems. While the government intends to build a robust supervisory structure to protect financial resilience, the document remains silent on implementation timelines, specific regulatory agencies, or the legislative path the new rules will take.

This regulatory pivot arrives as Bolivia faces persistent U.S. dollar shortages, driving residents toward USDT as a stable alternative. Despite this, the state has intermittently utilized crypto, with energy firm YPFB authorized to use digital assets for fuel imports to bypass traditional payment bottlenecks. These developments occur under the scrutiny of the Financial Action Task Force, which currently keeps Bolivia on its "grey list." As the country works to meet international anti-money laundering standards, the proposed crypto framework must reconcile the growing, decentralized use of stablecoins with the government's need to maintain control over capital flows and foreign exchange reserves.
