Chancellor John Healey faces limited room for new spending pledges following a surprise £1.8bn borrowing deficit in July, a figure that significantly overshot market expectations. Economists at Capital Economics warn that the government lacks the capacity to increase borrowing, leaving tax rises as the most probable mechanism to cover the gap. Ashley Webb, a senior economist, noted the UK remains on track for a deficit exceeding four percent of GDP for the seventh consecutive year.

Burnham, currently on a diplomatic visit to Ukraine, emphasized his intent to maintain a "tight ship" regarding public spending. He drew on his decade-long tenure leading Greater Manchester as evidence of his fiscal discipline. Despite the pressure, he maintained that any measures taken would be carefully calculated to avoid jeopardizing jobs or household stability. With the energy price shock from the US-Iran conflict straining the economy, the administration appears to be preparing the public for a period of austerity when the budget is finalized later this year.
