Justin Sun Limits Binance HTX Restrictions to UK and EU Markets

Justin Sun stated on August 14 that upcoming Binance transaction curbs involving the HTX exchange apply exclusively to users in the United Kingdom and the European Union. While Sun maintains that HTX does not operate within those regions, the exchange remains caught in a tightening web of international regulatory sanctions.

Binance is set to restrict transactions involving HTX and ten other platforms starting August 23, 2026, citing compliance requirements in its operating jurisdictions. Although Sun claims these measures are geographically limited, Binance’s public notices do not currently confirm this restriction. The list of affected platforms aligns with an EU sanctions measure adopted in July, which identifies these entities as providers that significantly frustrate existing sanctions against Russia.

Legal records from the UK High Court verify that settlement talks are ongoing between HTX and the Financial Conduct Authority, which sued the exchange in 2025 over alleged unlawful marketing. Despite these discussions, the FCA continues to list HTX as an unauthorized entity. Furthermore, the UK government has explicitly rejected HTX’s argument that its operations are legally distinct from Huobi Global, confirming that the exchange is subject to financial sanctions under the Russia regime. As the August 23 deadline approaches, other major platforms, including Bitget, have signaled they will implement similar compliance controls, further isolating HTX from global transaction networks.
