Binance to Block Transactions with HTX and 10 Other Exchanges

Starting August 23, Binance will halt all transactions involving HTX and ten other cryptocurrency platforms to align with evolving international sanctions. The exchange warned users that interactions with these providers, whether direct or indirect, could trigger internal compliance reviews and potential restrictions on affected digital wallets.

The move follows the European Union’s 21st sanctions package, which identifies these services as entities allegedly facilitating the evasion of measures against Russia. Beyond HTX, the list of affected providers includes EXMO, Rapira, BitPapa, Aifory Pro, WhiteBird, NoOnecrypto, and Exnode. Binance stated that transactions involving these platforms may be held for examination to ensure adherence to global regulatory standards.

HTX has previously faced scrutiny from UK authorities, who designated its parent company, Huobi Global S.A., in May over alleged financial support for entities linked to the Russian government. While HTX has consistently maintained that it operates as a separate legal entity and complies with local laws, UK regulators clarified that they consider the exchange subject to sanctions due to its ownership structure. Blockchain analytics firm TRM Labs further noted that HTX frequently rotated its hot wallets following the UK designation, a practice the exchange described as standard security procedure rather than an effort to bypass oversight.

Binance is also tightening its perimeter against other sanctioned actors. Since August 7, the exchange has restricted access to Shelbit and Aban Tether, platforms hit by U.S. Treasury sanctions for their alleged roles in assisting Iran’s Islamic Revolutionary Guard Corps in moving funds. Additional services, including A7 Nigeria and PilotFinance, were added to the restricted list on August 13. Users are advised to avoid any transfers to these entities to prevent account-level compliance interventions.
