US and UK Align Crypto Strategy Without Direct Rule Changes

The United States and the United Kingdom have unveiled ten recommendations for digital assets and cross-border finance, signaling a coordinated approach to stablecoins and tokenized securities. While the Transatlantic Taskforce for Markets of the Future sets a clear agenda, the proposals stop short of creating legally enforceable, binding regulations.

Established in September 2025 by U.S. Treasury Secretary Scott Bessent and UK Chancellor Rachel Reeves, the task force bridges the gap between major financial hubs. The primary objective is to reconcile the borderless nature of digital assets with the reality that financial oversight remains rooted in national institutions. To address this, the governments plan to launch a one-year private-sector group dedicated to testing cross-border transactions and refining technical standards.

Regulators, including the SEC, CFTC, Bank of England, and FCA, are now evaluating how to harmonize treatment for tokenized money-market funds and stablecoins. Despite this alignment, market participants should note that the current framework does not grant passporting rights or automatic licensing. Companies must continue adhering to domestic mandates, such as the U.S. GENIUS Act or the UK’s evolving FCA-led regime. As Frank Hepworth of New Market Trading observed, the effort focuses on preserving the competitive standing of London and New York by ensuring regulatory systems adapt to modern technology without compromising stability.
