White House crypto adviser Patrick Witt has reaffirmed the administration’s commitment to passing the CLARITY Act this September, signaling a final legislative push before a high-stakes Senate procedural vote on September 15. The bill faces a 60-vote threshold to proceed, leaving little room for error in a divided chamber.

Senate Majority Leader John Thune has formally filed a cloture motion on the legislation, setting the stage for a critical showdown at 2:15 p.m. ET on September 15. While the House passed the bill in July 2025 with a 294 to 134 margin, the Senate remains the primary hurdle. Witt indicated that negotiations with Democrats will continue through the recess to secure the necessary support, though a stable coalition of 60 senators has not yet materialized.

Sticking points continue to stall progress. Disagreements persist over ethics restrictions for government officials, money laundering safeguards, and the impact of stablecoin rewards on community bank deposits. While the White House has blamed Democratic delays for hindering the U.S. digital asset sector, internal opposition spans both parties. Concurrent with the legislative stalemate, the SEC has scheduled an August 14 meeting to discuss tailored crypto offering rules. While this regulatory track moves forward, it remains distinct from the broader market structure framework currently debated by Congress. Failure to clear the cloture threshold on September 15 would significantly diminish the bill's chances of passage before the November midterm elections.
