Armstrong’s assessment follows the Senate’s failure to advance the bill before the August recess, a move Senate Majority Leader John Thune attributed to persistent disagreements. The legislation requires 60 votes for passage, forcing Republicans to court at least seven Democrats to overcome current opposition. Key sticking points include political ethics provisions, illicit finance safeguards, and specific rules regarding stablecoin yield programs. Critics, led by Senator Elizabeth Warren, continue to argue that the current framework fails to adequately protect consumers or address national security concerns.

While the political stalemate persists, Coinbase continues to navigate a complex regulatory environment. The exchange’s business model remains sensitive to stablecoin reward regulations, as the company generates roughly $1.35 billion annually through its USDC arrangements. Meanwhile, institutional interest in tokenization is accelerating independently of the CLARITY Act. Major entities, including BlackRock and the Depository Trust and Clearing Corporation, are expanding services for tokenized Treasuries and equities, signaling a structural shift in financial infrastructure. Coinbase shares closed Friday at $153.60, marking a 5.7% gain as investors weighed these commercial advances against the uncertain legislative outlook.
