After seven years of protocol development, the Orbs network is shifting toward decentralized control. The launch of OIP-9 invites staked token holders to formalize a new DAO governance framework, marking a deliberate move to transition core protocol decision-making from the development team to its broader community of participants.

The proposal introduces a phased governance model, beginning with authority over network parameters, Guardian certification, and protocol upgrades. Voting will occur via Snapshot, with approved resolutions executed through multisig wallets. According to Ran Hammer, Vice President of Business Development, this structure balances immediate community input with the need for operational stability. By limiting the initial scope, the team intends to build organizational capacity before expanding into complex areas like treasury management and tokenomics.

To mitigate risks during this transition, the framework includes an emergency mechanism allowing the core team to intervene when rapid action is necessary. However, any such intervention requires subsequent ratification by the DAO to maintain transparency. Rather than attempting a total decentralization of the infrastructure at once, this approach relies on incremental growth, allowing the community to gain experience with governance processes before taking on broader responsibilities within the ecosystem.
