Eight key producers are set to authorize a 188,000 barrel-per-day increase for September, continuing a steady rollback of voluntary supply cuts. While these quotas climb, physical output remains stuck in a downward spiral as regional maritime threats and infrastructure vulnerabilities prevent members from actually pumping the crude they promise.

The disconnect between official policy and field performance is widening. Although the group aims to restore 1.15 million barrels per day of capacity since April, actual production has slumped to 36.28 million barrels per day in June, far below the pre-conflict levels of 43 million. Shipping disruptions in the Strait of Hormuz and the Bab el-Mandeb Strait have turned once-reliable export routes into flashpoints for volatility, pushing Brent crude above $100 a barrel.

Operational reality remains grim for several members. Iraq is hindered by persistent export bottlenecks, while Kazakhstan has been forced to throttle upstream flows following drone strikes on the Caspian Pipeline Consortium terminal. Meanwhile, Russian refineries continue to struggle with the impact of ongoing drone attacks. Saudi Arabia maintains significant spare capacity, yet even its shift to Red Sea export routes now faces direct threats from Houthi maritime activity. For the cartel, these quota hikes function primarily as a signal of intent to stabilize markets once the logistical landscape stabilizes, even if the barrels themselves remain unreachable for now.
