EU Targets Crypto Hubs and Shadow Fleet in Major Sanctions Expansion

The European Union has activated its 21st sanctions package against Russia, targeting 14 international crypto platforms and 94 financial institutions. This sweeping measure, the bloc’s largest in four years, introduces a new mechanism allowing the EU to ban crypto services across entire jurisdictions deemed complicit in sanctions evasion.

Adopted on July 23, the directive encompasses 218 listings, including 48 individuals and 170 entities. High Representative Kaja Kallas confirmed the scope extends beyond banking to include 41 vessels in Russia’s shadow fleet and several oil refineries. The financial restrictions mandate asset freezes and prohibit EU entities from conducting business with 94 listed banks, alongside 33 additional Russian credit organizations. Four non-Russian banks, including one Kyrgyz institution linked to the SPFS messaging system, face similar transaction bans for facilitating the circumvention of established rules.

The crackdown on digital assets focuses on providers in Georgia, Panama, the UAE, the Marshall Islands, Kyrgyzstan, and Belarus. Beyond individual platform bans, the EU now possesses the authority to cut off crypto-asset services tied to entire third countries if they host operators enabling Russian financial flows. This tool serves as a deterrent against jurisdictions permitting sanctioned payment routes. Furthermore, the package tightens the noose on Russia’s energy revenue by targeting 41 support vessels and a crewing agency, marking the first time such personnel-related firms have been sanctioned. The military-industrial sector also faces increased pressure, with 56 new listings tied to the production of long-range drones and dual-use technology supply chains spanning China, India, and Türkiye.
