Kazakhstan ties state power access to crypto mining contributions

Kazakhstan has finalized a strategic mining framework that conditions access to regulated electricity on a novel trade-off: large-scale miners must now contribute a portion of their digital assets to a state-backed reserve. This policy, formalized through Government Resolution No. 638, marks a shift toward integrating mining into national infrastructure.

Starting August 1, 2026, the new rules will categorize qualifying operations as strategic digital miners. To secure this status, companies must meet rigorous benchmarks, including owning a data center with at least 150 megawatts of capacity and hardware delivering a minimum of 150 terahashes per second per unit. Operators are also required to maintain onsite repair facilities and secure multiple internet service providers.

Once approved, these miners must sign agreements with the government-backed Astana Hub and procure electricity from designated power generators. While the official resolution does not define the exact percentage of assets to be surrendered to the state reserve, local reports suggest a potential 10% levy. This move follows Kazakhstan’s broader integration of digital assets into its financial architecture, including the launch of the Alem Crypto Fund and the National Bank’s plans to allocate up to $350 million of its reserves into crypto-linked products. By enforcing these standards, the government aims to consolidate its position as a top-five global mining hub while tightening oversight over the digital economy.
