Circle has signed separate memorandums of understanding with Kakao Group and fintech operator Toss to explore the integration of stablecoin payments and blockchain settlement within South Korea, marking a strategic push to align USDC infrastructure with the country’s evolving digital asset regulatory framework.

The partnerships aim to test how Circle’s blockchain technology can interface with massive local consumer finance ecosystems. For Kakao, the collaboration involves Kakao Pay and Kakao Bank, focusing on cross-border remittances, merchant settlement, and the potential for a KRW-based digital asset ecosystem. Executives from both companies met in Pangyo on July 22 to begin mapping out these technical connections.

Meanwhile, Toss and Toss Bank are investigating the use of USDC for digital wallets, biometric payments, and programmable on-chain transactions. While neither deal commits to a specific launch date or the issuance of a proprietary won-linked stablecoin, they establish a research foundation for compliance, risk management, and security. Circle CEO Jeremy Allaire has clarified that the company does not intend to issue its own won stablecoin, preferring instead to position USDC as a bridge between local tokenized products and global financial networks. These agreements mirror Circle's recent infrastructure-led expansion in Japan, signaling a broader intent to embed its technology into established Asian payment and banking channels as South Korean regulators finalize their stablecoin legal framework.
