The proposed ethics rules would require the president, vice president, members of Congress, and federal judges to divest crypto holdings or move them into blind trusts. While Trump accepted these provisions earlier this week, the agreement remains fragile. Senator Alsobrooks, a key Democrat who previously helped move the bill through the Senate Banking Committee, labeled the DOJ-led enforcement plan as unserious. Her vow to vote against the legislation leaves Republican sponsors short of the 60-vote supermajority required to overcome a filibuster in the Senate.

Investors responded to the deepening rift by pulling back from crypto-linked equities. Coinbase shares fell 4% to approximately $169 on July 22, reflecting broader market anxiety over the bill's uncertain path. Polymarket odds for the legislation’s passage plummeted from a July 21 peak of 43% to roughly 35%, underscoring a fading belief in a bipartisan compromise. Beyond the ethics dispute, the bill faces additional scrutiny regarding its impact on national security and the regulatory capacity of the Commodity Futures Trading Commission, which faces growing pressure from a massive surge in event-contract trading volume.
