HTX wallet shifts spark sanctions evasion concerns

Blockchain intelligence firm TRM Labs reports that HTX has frequently rotated its wallet infrastructure since the UK imposed sanctions on the platform in May. This rapid turnover, spanning multiple blockchains, creates a moving target for compliance tools that rely on static address lists to monitor financial activity.

The report highlights that HTX regularly retires hot wallets and funding addresses across the TRON, Ethereum, BNB Smart Chain, and Solana networks. According to TRM Labs, individual addresses often remain active for only a few hours before the exchange migrates activity to new locations. Ari Redbord, global head of policy at TRM, noted that this strategy effectively bypasses screening systems that fail to identify newly created addresses in real time. The firm suggests that companies adopt behavior-based monitoring to track transaction patterns rather than relying on fixed databases.

HTX has firmly rejected the implication that its technical operations are designed to circumvent sanctions. A spokesperson for the exchange stated that the frequent wallet changes are standard security measures common across the global crypto industry. This dispute follows the UK government's decision on May 26 to designate Huobi Global S.A. under its Russia sanctions regime, citing alleged ties to financial networks supporting Moscow. Despite the exchange's insistence that it maintains strict compliance, its regulatory standing remains precarious. Beyond the UK sanctions, HTX is currently facing active legal proceedings from the Financial Conduct Authority regarding its promotion practices for UK consumers, a case that has continued through the summer months.
