The Ethereum Name Service has established an eight-member Security Council tasked with intercepting fraudulent governance proposals before they reach the protocol. This emergency brake, authorized for a two-year term, provides a critical buffer during the DAO's two-day timelock, specifically targeting exploits like flash loan attacks and credential theft.

The council operates under a strict five-of-eight multisig requirement, ensuring that no single member can unilaterally disrupt the protocol. While the group possesses the authority to cancel pending transactions, its mandate is narrow: it cannot move treasury funds, draft new governance proposals, or override the community’s policy decisions. The initiative serves as a direct response to rising governance-based exploits across the crypto ecosystem, most notably the $20 million drain suffered by BonkDAO, which exposed the dangers of vulnerable voting structures.

By leveraging the existing two-day waiting period between a vote's conclusion and its execution, the council can intervene if evidence surfaces of vote buying, flash loan manipulation, or hidden malicious code. This safeguard addresses historical vulnerabilities like the 2023 Tornado Cash takeover, where attackers successfully disguised harmful proposals as legitimate updates. Members of the council, including ENS founder Nick Johnson and security experts like Griff Green and Hudson Jameson, are bound by a public charter and must undergo background checks to ensure accountability. This security layer expires on July 16, 2028, unless the DAO votes to extend its tenure, effectively formalizing a defensive wall against the growing threat of governance capture.
