The revised proposal, expected to surface during the week of July 13, reportedly spans over 70 pages and incorporates input from both the Senate Banking and Agriculture committees. White House crypto adviser Patrick Witt characterized this window as a decisive moment, stressing that Congress has already exhausted its margin for delay.

Despite the push, the bill faces significant friction from Democratic senators, including Elizabeth Warren and Ron Wyden. These lawmakers have demanded hearings into the national security implications of Trump’s personal crypto holdings, pointing to recent disclosures showing the president’s family ventures generated approximately $1.4 billion in income. Critics argue these financial ties require rigorous vetting before the regulatory landscape is fundamentally reshaped.

Conversely, industry advocates maintain that the legislation is essential for national security. Coinbase Chief Policy Officer Faryar Shirzad rejected claims that the act would weaken oversight, arguing that the current atmosphere of uncertainty allows bad actors to thrive. He emphasized that the proposed framework would mandate strict adherence to the Bank Secrecy Act, including anti-money laundering programs and mandatory suspicious activity reporting. Senator Cynthia Lummis echoed these sentiments, confirming that Graham viewed American leadership in digital assets as a non-negotiable priority.
